US Senate Votes 51-48 on Budget Resolution to Repeal Obamacare

That budget plan can not contain policy itself, but was created to instruct committees to repeal the Affordable Care Act, also known as Obamacare.

Coverage was extended by expanding Medicaid and through online exchanges where consumers can receive income-based subsidies. Some Republican lawmakers have said it could take up to two years to come up with a replacement. The party wants to replace the federal insurance programme by giving the states more control over healthcare, rather than the federal government.

Republicans plan to get rid of the law and replace parts of it by the end of February, according to House Majority Leader Kevin McCarthy, speaking on "The Hugh Hewitt Show", a conservative radio program, on Wednesday.

Like the Senate, the House has a Republican majority. Trump also wants children to stay on their parents' health plans until they are 26 years old. The Senate approved the same measure early Thursday. Republicans would need 60 votes to guard against the filibuster - but they only have 52.

Republicans fought the effort tooth and nail and voter opposition to Obamacare helped carry the party to impressive wins in 2010, 2014 and past year.

Collins was among a handful of Republicans to occasionally break ranks to support some Democratic messaging amendments aimed at supporting such things as rural hospitals and a mandate to cover patients with pre-existing medical conditions.

"They want to kill ACA but they have no idea how they are going to bring forth a substitute proposal", said Senator Bernie Sanders of Vermont, an independent who caucuses with the Democrats.

"The Republican replacement plan is cut and run: cut benefits, cut investments and hospitals that care for our people, cut jobs".

However, efforts to a draw up a replacement scheme have stalled.

At a news conference Wednesday, President-elect Donald Trump said a replacement plan for the ACA would happen at the same time, possibly the same day, as repeal.

During the Senate vote on what was largely a procedural measure, Democrats protested that millions of Americans could lose health insurance they had gained under the Affordable Care Act.

However, Republicans say the system is not working. Democrats praised it for extending coverage to tens of millions of Americans, helping families afford policies and seniors buy prescriptions, while Republicans focused on the rising premiums and deductibles and limited access to doctors and insurers that have plagued many.
