No birth certificate needed for passport

The ministry has made significant rules had yesterday announced new passport rules which carried changes in various categories including orphaned children, sadhus, single mothers and government employees.

Also, mandatory submission of the birth certificate as a proof of date of birth has been waived for those whom it was a must till now. Transfer certificates from schools and matriculation certificates can also be taken as age proof. That apart, the rules allow faster processing for married applicants as they can apply without attaching marriage certificate.

"We had to resolve issues on minors, women, birth certificates, and therefore a three-member committee was formed by the Ministry of External Affairs and the Ministry of Women and Child Development that gave the recommendations", he said. They can get the passport by submitting self-declaration papers informing that they have sent a prior intimation letter to the employer. Applicants may instead submit declarations on plain paper confirming the adoption. It also looked at issues relating to passport for adopted children and those with single parent.

The total number of annexures has been brought down to nine from the 15 required under the Passport Rule, 1980.

Orphans, who do not have any birth certificate, can get the head of the orphanage where they were raised to confirm their date of birth on an official letterhead, which will be accepted by the government for issuing passports.

As per the new rules, they can submit any of eight different documents as such proof.

This comes on the heel of reports over the past two years of passport offices insisting on the father's name in the form even if the mother is a single parent. As reported by The New Indian Express earlier, divorces/ separated persons do not need to provide names of his/her spouse or furnish the divorce decree for obtaining passport.

Since the bill dealing with surrogacy is still pending before the Lok Sabha, changes can only be carried out after it is passed, he added.

These and other changes are soon set to come into force.

"At the same time, it would enable this Ministry to continue to deliver passport related services to the citizens in a timely, transparent, more accessible, reliable manner and in a comfortable environment through streamlined processes and committed, trained and motivated workforce", ministry spokesperson Vikas Swarup said.

Minister Singh launched a Twitter service for quicker resolution of visa and passport queries. However, the option of getting the Tatkal passports made in cash also remains, the MEA said here on Friday.
