Inmate dead, others injured after riot in Saskatchewan federal prison

Inmate Jason Bird was found unresponsive in the medium security unit by the Correctional Service of Canada (CSC) at approximately 7:15 p.m. He was serving a sentence of more than two-and-a-half years for break, enter and theft.

He said the incident involved all 185 inmates in the medium security unit, all of whom refused to be locked up.

Bloomfield said union members have told him a large part of the unit is now uninhabitable. "There were some discussions going on with management, and they were having some issues surrounding portion sizes or something to do with that".

Officials say a full review of what happened is underway and police are investigating the death.

The disturbance began with inmates refusing to go to work around 1 p.m. on Wednesday. One of these inmates returned from hospital last night.

Negotiators were called in. It is estimated up to 200 inmates took part in the riot.

"A lockdown takes place when there's a clear and substantial danger to safety and security at an institution", Campbell said.

Bloomfield says based on information he's heard from union members at the prison, the damage includes smashed windows everywhere and heat registers that have been pulled off the walls.

Campbell said he did not know what had sparked the incident but Bloomfield said tensions at the prison had been building "for a short period of time".

"They set up barricades".

In the days prior to Wednesday's riot, inmate kitchen workers were under modified routines and were in a dispute with the institution, Bloomfield said.

Correctional Officers had to discharge firearms as part of the emergency response to gain control of the situation, said a media release from the CSC. A further six inmates were injured due to this response. None of those injuries are considered life-threatening, it said. Five of them were sent to outside hospital for treatment, and one received medical care on-site. About 400 correctional officers are employed at the prison.

In 2015, there were six escapes, though all were recaptured within a couple of weeks.

When asked the cause of the riot, Bloomfield said there's always tension building in some way shape or form and matters can quickly come to a head.
